    we know that

    1 million=10^{6}

    so, we can write as

    250million=250\times 10^6

    we can also write as

    250million=2.5\times 10^2\times 10^6

    250million=2.5\times 10^8

    For 5 billion:

    we know that

    1 billion=10^{9}

    so, we can write as

    5billion=5\times 10^9

    So, 5 billion is greater than 250 million

    Differ factor:

    \frac{5billion}{250million} =\frac{5\times 10^9}{2.5\times 10^8}

    \frac{5billion}{250million} =20

    we can see that

    9.3\times 10^2  is greater than 3.1\times 10^{-2}

    Differ factor:

    \frac{9.3\times 10^2}{3.1\times 10^{-2}} =\frac{9.3}{3.1}\times 10^{2+2}

    \frac{9.3\times 10^2}{3.1\times 10^{-2}} =3\times 10^{4}

    Differ factor:
